The Village Chief's House can be visited at any time by any character who can travel to Chapa. Most of the time, this results in the Chief asking, "Huh? Can I help you?" In Armic's scenario, the Village Chief is expecting Armic to be out collecting items for the rainmaking ritual, so he instead responds to Armic's presence with, "You're still here? Get going!"
However, if there are no adventures available in any inns in the world, the Village Chief will offer to allow the player to try the Secret Adventure. This was likely originally added as a method to allow Armic to continue to collect items if he ran out of adventures but still needed more items from his list to continue his story, but it is available to any character with access to Chapa.
If the player accepts the Chief's offer to try the Secret Adventure, they will immediately embark on the adventure and then return to Chapa when the adventure has ended. Since the adventure ends by reaching the Turn Limit, there is no way to fail the adventure and be sent back to Chapa without clearing the adventure. The only method of failure is to get a Game Over.
